You may have uncertainties if you don't have enough information to understand the proposals, or if there are time pressures and a need to show some progress. The pitfall though is to pass the design to get on with the "real" work.

There is a time to listen and a time to ask questions and a time to assert your knowledge. Save your time and that of your peers by asking the right questions of the right resources.
