The foundation section (chaps. 2–4) sets the groundwork for understanding the school counselor and emotional intelligence. Barbara Muller-Ackerman and Claudia Shelton, in chapter 2, give a historical perspective on the evolving roles of school counselors and the recent national standards of the profession. They emphasize the importance of counselors as facilitative leaders and the skills required to support the personal-social, academic, and career development of all students. John Pellitteri, in chapter 3, describes and compares the major emotional intelligence theories and measurement approaches.

One vision resulted from that collaboration, and in 2003, ASCA introduced the National Model for School Counseling Programs, written by Judy Bowers and Trish Hatch. The National Model described a comprehensive school counseling program, uniform in its approach and components: Each of the pieces of a school counseling program were detailed along with the additional skill sets, or themes, important to implementing that model. It is in this new model that counseling, consultation, and coordination, always taught to and learned by pre-service counselors, are given equal importance with Johnson’s results-based approach and education reform’s insistence on academic rigor, equity and access for all students.
